The script that keepalived runs to look at the status file also ensures the daemon is running:-)

There should be a max back off time, yes. I want to see what happens when the next catatonia incident happens (unfortunately they are hard to reproduce on demand and kill -STOP is not a very accurate emulation) so I don't guess a max delay that is too short :-)
